The Digital Technology Supercluster is a collection of organizations who collaborate to develop world leading technologies that will power the digital transformation of business and society while delivering economic growth across Canada. Based in Vancouver, the Digital Technology Supercluster is one of five proposals awarded funding from the Government of Canada’s Innovation Supercluster Initiative in February 2018.
Supercluster members include startups, researchers, Canadian national companies, universities and world-leading companies. Working together, Supercluster members propose projects that will produce products and platforms that will solve some of the biggest issues facing industries today. Supercluster projects are governed by a non-profit organization that is responsible for making sure that projects deliver promised outcomes and funding from industry and taxpayers in well spent.
We are building a team to lead the Supercluster’s efforts. This is an exciting opportunity to be part of a bold new initiative that will drive major economic, social and industrial benefits for the country.
CHIEF TECHNOLOGY OFFICER
The Chief Technology Officer (CTO) is among the founding leaders in the newly formed Digital Technology Supercluster and is responsible for developing the technology vision and facilitating the collaborative technology development projects that will simultaneously enhance the competitiveness of Canadian firms, create globally leading products and platforms, build capacity in the innovation ecosystem and propel BC and Canada as a globally leading innovation hub. Reporting to the CEO, the CTO will lead the technology roadmap and the program management responsibilities of the organization and will be a critical part of the senior leadership team. He/she will adapt the requirements of the Government of Canada’s Contribution Agreement and facilitate the collaboration among Members of the Digital Technology Supercluster to achieve the goals set out in the annual and corporate strategic plans.

KEY RESPONSIBILITIES
This position is ultimately responsible for the success of Supercluster projects and collaborations - and ensuring that the Members of the supercluster are engaged in projects that would not have otherwise been undertaken by the Member on their own and represent bold and incremental projects that go beyond the regular business undertakings of the project members.
Essential to the role will be to lead a team of Program Directors/ Managers who will work closely with Members on project proposals, resource commitments, collaborative technology development and outcomes tracking. The CTO will also be responsible for steering the overall digital technology strategy/roadmap and work alongside the Board IP/Data Management Committee to develop policies to support the Supercluster collaborations and fulfill the requirements of the Contribution Agreement with the Government of Canada.
Specific functions and responsibilities of this position include:
* Facilitating the development of collaborative development projects resulting in full proposals that will be evaluated through the Project Selection Process
* Ensuring the management of the successful execution of early and medium-term projects and the achievement of the organization’s major KPIs
* Lead the Project Selection Process for the comprehensive evaluation of projects including evaluating and challenging the commercial potential of proposed projects and alignment with outcomes and objectives of the Supercluster
* Critical analysis of the practicality and commercial potential of proposed outcomes along with potential consumers of the proposed outcomes, job creation potential and GDP impact
* Support members and projects in identifying technology and expertise gaps and finding/matching suitable capabilities from other members, research institutions and stakeholder organizations
* Comprehensive evaluation of proposed members for projects including the introduction of new members to projects to ensure or enhance the delivery of meaningful outcomes
* Applying iterative measurement to validate the efficacy of collaborations and projects throughout the launch and startup stage of the program
* Tracking success stories and supporting the marketing of outcomes of projects to appropriate communities and organizations
* Engaging with research communities and post-secondary institutions
* Evaluating and evolving the Supercluster, IP, Data Management and Risk Management strategy and making recommendations relative to the same

CRITICAL SUCCESS FACTORS
Collaborate with the CEO, Board and staff to establish and successfully operationalize the promise of the Digital Technology Supercluster. This will include making tangible progress in: A. Partnerships & Alliances (membership, collaboration & outreach metrics). B. Globally Competitive Platforms (investment, development & commercialization metrics). C. World-class Talent (development, diversity & recognition metrics). D. Economic Impact (third-party methodology aligned with the objectives of the Government of Canada).
PROFESSIONAL EXPERIENCE AND QUALIFICATIONS
Smart, energetic, technically savvy and engaging, the CTO must be a strong communicator. He/she must be able to work well in a multi- stakeholder environment, passionately convey the Supercluster opportunity and effectively lead a consultative process for inspiring and encouraging collaboration among participants of the Digital Technology Supercluster.
The successful candidate will have the following attributes:
* Seasoned technology expert with track record of involvement with the development, implementation, assessment, deployment and evaluation of technologies across various businesses or sectors
* A broad background in technology and an understanding of the impact that technology and data are having on the future for both people and organizations. Ideally, has been involved leading a digital transformation
* Strong negotiation skills and the ability to talk to and work effectively with stakeholders within a complex relationship and model. The ability to facilitate discussions, build consensus and trust, and achieve mutually beneficial outcomes.
* Exceptional communication and engagement skills with demonstrated ability to create positive collaborative environments during various stages of project development
* A track record of achievement that speaks to collaboration and building successful teams. Experience in attracting and retaining top talent. Values inclusion and the encouragement of diversity
* Well-developed project and program management skills. Has had oversight of the development of a program management framework
* Deep critical technical and project evaluation skills
* Demonstrated balance of thoughtful evaluation and pragmatic decision making
* Self-starter who will thrive in a small, energetic team environment
* Bachelor-level degree or higher, preferably in a computer science, engineering or technology discipline, is an asset.
