Montréal, QCPermanent$40,514 a yearBasic Function of the Position: Under the supervision of the Management Officer, incumbent performs all personnel work to administer the American and Locally Employed Staff Human Resources program at Post. The position serves as back-up Class B Cashier at post. The HR Assistant is responsible for the full range of human resources activities relating to LE Staff and Direct Hire Americans assigned to Montreal, for State, six other serviced agencies at post, including U.S. Mission to ICAO. This includes benefits, performance, appointments, terminations, promotions, transfers, and medical issues, among others. Acts as a liaison with HR at Embassy Ottawa and maintains relevant contacts within the Department of State, Government of Quebec Protocol and Global Financial Services in Charleston regarding human resources and payroll issues.
Qualifications and Evaluations
Requirements:
EXPERIENCE: (see Education requirements) Minimum of 3 years, plus completion of 2 years Post-Secondary School, of progressively responsible administrative office experience is required OR minimum of 5 years, plus completion of Secondary School, of progressively responsible administrative office experience is required. Experience should be in large, international/multinational or U.S. Government institutions.
JOB KNOWLEDGE: Basic knowledge of human resources concepts and the Quebec Labor Standards Act is required.
Education Requirements:
Completion of 2 years Post-Secondary School OR Completion of Secondary School plus 5 years of progressively responsible administrative office experience is required.
Evaluations:
LANGUAGE: Level 4 (Fluent) written and verbal proficiency in English AND Level 3 (Good Working Knowledge) written and verbal proficiency in French required. This may be tested.
SKILLS AND ABILITIES: Must be organized, responsive to deadlines, self- motivated and able to work independently with little or no supervision. Must be able to write reports, compile data, write and interpret cables, memos and written instructions. Good computer skills. Must be detail oriented. Must be able to handle sensitive matters involving both human resources and cashier work.

For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
